Academic Cooperation for Regional Development. The Iberoamerican Union of Universities
In a globalized and interconnected society, the transcendental role played by higher education and research in developing nations is undeniable. In such a context, international collaboration between academic institutions is essential in fostering mutual enrichment through exchanging knowledge, promoting academic mobility, and close scientific collaboration. In this regard, the Iberoamerican University Union (UIU) has emerged as a valuable vehicle for strengthening academic and cultural ties between nations that share links and interests in the Iberoamerican region. Therefore, it is unsurprising that legal issues that concern us all are analyzed regionally.
ORIGINS
UIU, founded in 2016, is the result of the integration of two strategic university alliances assembled in 2014: the Latin American Academic Alliance, composed of the University of Buenos Aires (UBA), the National Autonomous University of Mexico (UNAM) and the University of Sao Paulo (USP), and the Academic Alliance between the University of Barcelona (UB) and the Complutense University of Madrid (UCM).
The genesis of UIU is based on the vision of the rectors of these five prestigious institutions, which established joint academic actions to promote Iberoamerican university culture globally by signing a framework agreement.
The relevance of this union lies in its capability to promote initiatives and international positions of vital importance, covering essential issues such as public higher education, social development, the rule of law, research, and the future of universities. Its ultimate aspiration is to consolidate itself as an influential entity with its own voice in the decision-making spheres in the Iberoamerican region and on the global stage. This goal is achieved by organizing and sponsoring various events that promote academic cooperation and scientific collaboration in pursuit of common progress.
UIU’s primary goal is to promote university collaboration through the exchange of students and faculty members and the joint undertaking of research and teaching projects. To achieve these objectives, UIU has established strategic lines of action that consolidate its work as an important academic platform for the development and progress of higher education in Iberoamerica. UIU’s impact extends beyond the borders of the region.
CONTRIBUTIONS AND OUTCOMES
Academic, Research, and Social Cooperation
Since its creation, UIU has achieved significant results in promoting academic cooperation and regional development. Due to various initiatives and programs, UIU has consolidated its role as a critical player in higher education.
First, implementing comprehensive faculty and student mobility programs has been an outstanding goal. These programs facilitate academic exchange among partner institutions, allowing professors and students access to training opportunities in different Iberoamerican countries. This mobility enriches the participants’ knowledge and perspectives, strengthening ties and fostering a more global vision of education.
Secondly, UIU has promoted the creation of collaborative research networks that address issues of regional interest. These networks allow collaboration between experts from different institutions, enhancing knowledge generation and searching for solutions to common challenges. Joint work on research projects has boosted scientific and technological development in the region.
In addition, organizing various academic events and congresses has effectively promoted the exchange of ideas and knowledge. These meetings have allowed experts and students from Iberoamerica to share their experiences and advances in different areas of knowledge, stimulating cooperation, disseminating knowledge, and, most importantly, presenting possible solutions to the problems raised.
Another relevant aspect is the work of UIU in promoting Iberoamerican culture and identity. The recognition and appreciation of the region’s cultural diversity have been fostered: an openness towards common culture and identity that has contributed to strengthening ties between the academic communities of the Iberoamerican countries, which permeate the societies of the member countries (Argentina, Brazil, Spain, and Mexico).
UIU’S OBJECTIVE IS TO FOSTER UNIVERSITY COLABORATION THROUGH ACADEMIC INTERCHANGE AND JOINT RESEARCH AND TEACHING PROJECTS
International Liaison
Thanks to this alliance of universities, a solid international liaison has been created for the members of our academic communities. The joint search for solutions to shared problems is one of the distinctive features of the activities carried out within and from UIU. An example of this is the holding of three noteworthy courses in 2017: the Biodiversity Course organized by UNAM, where experts from various UIU member HEIs addressed issues related to the conservation and study of biodiversity in the Iberoamerican region; the Smart Cities Course: Innovation, Climate Change, Urban Planning, Governance, and Creative Participation, organized by the University of Barcelona, in which strategies related to smart and sustainable cities were analyzed, addressing the implications of climate change and urban planning in the Iberoamerican context; and the Emerging Transmitted Diseases Course, developed by the University of Buenos Aires, in which specialists from UIU member universities met to address specific problems in the region related to emerging diseases and their impact on public health. These courses represent clear examples of how UIU has promoted academic collaboration and knowledge generation on topics of regional relevance. The participation of experts from different UIU institutions in these events has enriched the debate and made it possible to address the issues comprehensively and in a multidisciplinary scheme.
On the legal side, due to the signing of the framework agreement, four international congresses of UIU and the Supreme and Constitutional Courts of Iberoamerica have been held. This is an example of the inter-institutional collaboration mentioned at the beginning of these lines. The law schools of UNAM, UBA, UB, UCM, and USP, as well as the Supreme Courts of Justice of Mexico, Argentina, Spain, and Brazil, have carried out joint and concatenated work since 2017 until today, an effort that can only be realized through such a strong collaborative network as is UIU.
The first International Congress of UIU and the Supreme and Constitutional Courts of Iberoamerica, held in 2017 at UCM, addressed “The Protection of Social Rights in Times of Crisis.” The second, organized by UNAM in 2018, focused on “Constitutionalism, Conventionalism, and the Strengthening of the Rule of Law.” At this conference, key issues on the role of constitutionalism and conventionalism in strengthening the rule of law in the Iberoamerican region were discussed. The third, organized by the University of Buenos Aires in 2019, was on “Judicial Control and Legal Education.” Finally, the fourth congress, held in 2022 at UCM, had as its central theme “Judicial Independence and the Rule of Law.”
It is essential to highlight that although the conferences were suspended during 2020 and 2021 due to mobility restrictions derived from COVID-19, these academic meetings have been outstanding examples of the collaboration and knowledge exchange between UIU institutions and the Supreme Courts of the region. These conference’s results and conclusions have significantly impacted the study and application of law and prove the value of this type of collaboration. The future is uncertain, but we are certainly preparing for it. From the universities, we are building the foundations for more inclusive, equitable, and informed societies.
